LCDR Richard L. Higgins, USN (Ret.)
Rich Higgins enlisted in the Navy in 1969 and joined the nuclear propulsion program as a Machinist Mate. He served aboard the USS Gearing (DD-710), USS Bergall (SSN-667), USS L. Mendel Rivers (SSN-686), and USS Nimitz (CVN-68) before receiving a commission as a Limited Duty Officer in 1989. He retired in 1991 as a Lieutenant Commander after serving on the submarine tenders USS L. Y. Spear (AS-36) in Norfolk, VA, and USS Orion (AS-18) in La Maddalena, Italy. His final assignment was as Commanding Officer of the submarine floating drydock Resolute (AFDM-10) in Norfolk. His shore duty assignments included Nuclear Power School in Bainbridge, MD, the S1C Nuclear Prototype in Windsor, CT, and Nuclear Field "A" School in Orlando, FL. Rich was qualified in submarines and as a Surface Warfare Officer.
After his naval career, Rich supported the Department of Energy's Environmental Management mission at nuclear weapons facilities, including Rocky Flats, Mound, Hanford, Oak Ridge, and Savannah River. He specialized in nuclear operations, work control, and environment, safety, health, and quality assurance.
A Lifetime Member of the Military Officers Association of America (MOAA), Rich is actively involved in MOAA's Southeastern Michigan Chapter, the Michigan Council of Chapters, and the Public Affairs and Communication Professional Virtual Chapter.
